If a cable is not in use now but may be used in the future still remove it. Designate a box (or something) for such cables. In my office I have a power "bus". Since nearly every device needs power I placed power bars a even intervals under the desk. They are attached (with cable ties) to the underside of the desk. Then its a short run from nearly every device to a plug. I then use cable ties to shorten the device power cables.
