Windows should give you error saying you aren't allowed to change the permissions but it doesn't. Even for an admin user you can not do this. Changing UAC doesn't help. The only solution I have found is "Run As Administrator". For example if you want to use Notepad to change a file in c:\Program Files Right-click on Notepad from the Start menu and select "Run As Administrator". You'll then be able to make the change you want.
