The list of Magic Towns is a good place to start https://en.wikipedia.org/wiki/Pueblo_M%C3%A1gico I have visited a few of these and they were all pretty amazing: Valladolid Isla Mujeres Mazunte Mitla (not sure its mágico) Teotihuacán Tulum San Miguel de Allende Sayulita I would also recommend: Pátzcuaro Morelia Yelapa Mérida Querétaro Guanajuato (its mágico) Mexico City The Pueblo Mágico program is mostly about non-coastal towns (which I already loved before I heard of the program). Some of the above places have beaches but its such a big draw it deserves a list of its own: Mazatlán Progresso Puerto Vallarta Riviera Maya Oaxaca coast Holbox (I haven't been there first hand) Places that are just OK: Barra de Navidad Baja Peninsula Veracruz Cancun Avoid: Tijuana Narco States Acapulco (I read it has too much crime) Places I want to visit: Chiapas State Mexico is a big country. Don't try to do too much in one visit.
